Fresh violence and looting in Uganda's West Nile Province have driven thousands of civilians into Zaire. Diplomatic sources said the Ugandan Army had closed the country's airspace to all domestic flights. Many Ugandans and Western diplomats predicted that chaos would follow the withdrawal of Tanzanian troops remaining in Uganda after helping to overthrow dictator Idi Amin two years ago.
