The South African government has served a five-year banning order on George Sewpersad, president of the Natal Indian Congress, raising a storm of protest from Indian community leaders. Under the ordeR, Mr. Sewpersad, a lawyer, is confined to his local magisterial district and forbidden to attend any political gatherings. He must also remain at his home from 6 p.m. to 6 a.m. on weekdays and will be under house arr est on weekends.
