Hague panel setting rules to weigh Iranian claims

A tribunal to rule on contested claims affecting billions of dollars of Iranian assets frozen in the United States was convened by its president, Judge Gunnar Lagergren of Sweden. The panel will decide on claims that cannot be resolved by negotiation. It consists of three Americans, three Iranians, and three mutually agreed upon third-party members under terms of the Jan. 19 Algiers agreement which freed the Amer ican hostages in Iran.
