A presidential task force concluded that the new McDonnell Douglas DC-9-80 aircraft can be flown safely with a two-member crew and that a third member is not required on safety grounds. The decision was a blow to the Air Line Pilots Association, which claims three crew members are needed in the jetliners now in production. The task force was named after an agreement with the pilots' union which averted a walkout March 2.
