Late tallies give Begin the nod for new regime

Final, unofficial results of Israel's parliamentary election showed Prime Minister Menachem Begin's Likud bloc pulled ahead of the opposition Labor Party -- virtually ensuring that Mr. Begin will be asked to form the next government. The results broadcast on Israel Radio gave 48 seats to Begin's Likud vs. 47 for Shimon Peres's Labor alignment. Late-tallied votes from the Army gave Likud the one-seat margin over L abor.
