Illinois blacks win suit, head for a posh suburb

William Phillips, armed with a $288,691 damage settlement, says he is moving his black family into a rambling Tudor mansion in suburban Oak Brook, Ill., despite what the neighbors think. A federal judge ordered a wealthy heiress and a housing association to pay the money to Mr. Phillips, owner of a chain of South Side car washes, for plotting to block the family's move into the exclusive white suburb. Jorie Ford Butler, daughter of the suburb's developer, was held liable for racial discrimination in trying to block the sale of the home to them.
