Ex-EPA chief sees letup on curbs copied abroad

Russell E. Train, former head of the Environmental Protection Agency, says the Reagan administration's neglect of environmental concerns may trigger similar reactions in other nations. Mr. Train, now president of the World Wildlife Fund-US, says it appears European nations -- notably West Germany -- are experiencing some of the same "rollbacks" as the United States. Noting that the rest of the world tends to follow the pace set by the US, he expressed concern over recent Reagan moves against environmental regulation.
