Although this is primarily a report on the Ford Foundation's efforts at school-finance reform, it has some essential general information on the subject which every citizen might well want to read and study.

It's a pamphlet -- a reprint of a speech Mr. Kelly, an expert in school finance, gave last year.

We've still got a long way to go, he reminds us, to provide equality of financial effort for rich and poor children across the depth and breadth of the United States.
