Reagan team writes off zero-base budget system

The Carter administration's technique of zero-base budget accounting was formally abandoned by the Reagan administration, the Wall Street Journal reports. Budget Director David Stockman said the system -- which required departments to justify spending requests as if all programs were starting from scratch, with no funding -- had proved cumbersome and had not helped control spending.
