The US State Department and the US Arms Control and Disarmament Agency are squabbing over who has primary responsibility for negotiating arms control. Each has issued a statement defending its right to be in the driver's seat. It strikes the outsider as a bit silly. If the arms controllers can't stop the fighting among themselves, what chance have they to stop it among the nuclear superpowers?
