Moscow is about to get its first visit by an Arab government official since the assassination of Anwar Sadat. A senior Kuwaiti official is expected to arrive in the next few days on a previously unannounced visit. Abdul Aziz Hussein, minister of state for Cabinet affairs, will head a cultural delegation. But diplomats say that given his position, in many ways the practical equivalent of prime minister, it seems likely he will have political talks with Soviet officials as well.

In recent months the Soviets have been trying to encourage uneasiness among moderate Arab states like Jordan and Kuwait over US policy in the Mideast.m
