Quest for detente revived in Madrid

Fresh attempts to revive East-West detente were made Tuesday as negotiators from 35 nations resumed bargaining at the European Security Review Conference. The conference, which has been running sporadically for more than a year, reconvened after a three-month recess at the same time the Spanish parliament was scheduled to start a decisive debate on the government's proposal to bring Spain into NATO.
