There's only two more weeks left for a year-end rally. In the past 28 years this rally has failed to occur only six times. It usually takes place in the last four trading sessions of the year and first two of January. If there is no rally, say Yale Hirsch, publisher of Smart Money, then remember the old saw: ''If Santa Claus should fail to call, bears may come to Broad & Wall.''

Last week, investors remained on the sidelines, watching the events in Poland and the Middle East. For the week, the Dow Jones industrial average fell 10.75 points, closing at 875.76. Western Union was active and higher last week after it agreed to buy 50 percent of AirFone and 12 airlines said they would use AirFone's services.
