Kemp raps Stockman plan to increase excise taxes

Rep. Jack F. Kemp (R) or New York says Budget Director David Stockman's proposal to raise excise taxes lacks common sense, would hurt the economy, and could cost the Republican Party the election in November.
The letter to Mr. Stockman, obtained by United Press International, goes on to say the government is going after ''the little guy'' but ignoring the ''vast amount of corporate welfare.'' For example, the letter said, ''At a time when the world is awash in oil, the federal government is spending over $3 billion to build synfuel plants for Exxon, Gulf, and Union Oil of California.''
