'New federalism' favored by majority, Gallup says

A majority of Americans favor President Reagan's ''new federalism,'' according to a new Gallup poll.

Speaking to students at Yale University, pollster George Gallup said, ''Americans feel that one-half of every tax dollar spent by the federal government is wasted.'' Though a majority approved of the new federalism, he said ''Americans feel that the lower-income brackets will not get a fair deal.''
