Upper-income surcharge hinted for budget shift

The Congress-White House budget compromise talks are being put on hold until House members return from their Easter recess next week, congressional aides said. Presidential counselor Edwin Meese III, interviewed on ''The CBS Morning News,'' indicated the President might be amenable to a suggested 4 percent surtax on upper-income taxpayers as a temporary way to increase revenues.
