Leonid Brezhnev is all for a popular antinuclear movement, it seems--as long as it is kept well beyond Soviet borders. KGB police summarily detained seven West Europeans in Red Square who tried to unfurl a banner in Russian reading ''Bread, Life and Disarmament.''

We can imagine the consternation in the Kremlin. Soviet citizens might get the idea they should agitate for all three.
