2 Mayors in legal trouble survive New Jersey voters

City Mayor William V. Musto, facing a prison term for racketeering, won reelection Tuesday, while Newark Mayor Kenneth Gibson, indicted on misconduct charges, was forced into a runoff. Mr. Gibson was indicted by a grand jury in the alleged hiring of a retired councilman for a ''no-show'' job. Mr. Musto was sentenced the day before the election to seven years in jail for racketeering, extortion, and conspiracy.
