No other artist alive today can communicate as much pure, unadulterated fun as Niki de Saint Phalle. For a goodly number of years now, her polyester figures of ''Earth Mothers'' and ''Nanas'' -- some of them huge and all of them brightly colored -- have charmed adults and children alike throughout the world.
In her current exhibition at Gimpel & Weitzenhoffer Ltd. here, she introduces a new series of figures she calls her ''Skinnys.'' These ''air totems'' are see-through outlines of figures of mythological subjects. Some are electrically wired with colored lights, and some are peopled by tiny human beings, animals, birds, etc. But all of them are totally charming, full of life and joy -- and wonderfully and brilliantly colored.
