On-site arms verification backed by a high Russian

A high Soviet official endorsed on-site verification of arms control treaties , a concept strongly resisted by the Soviet Union in the past.
Georgi Arbatov, the Kremlin's top expert on the United States, endorsed the concept of allowing foreign inspectors on to communist territory to determine compliance with agreements.
Mr. Arbatov was one of 16 members of the Independent Commission on Disarmament and Security Issues, an international group that released a report entitled ''Common Security.''
He was not present when the report was released at a press conference.
