Now there are reports of 45 minutes on the phone with Jeane Kirkpatrick! According to these, the UN ambassador's diplomacy stops at the East River. Imagine saying Mr. Haig was incapable of understanding Latin American sensibilities. How about Mr. Haig's sensibilities? Mrs. Kirkpatrick may not be the first to take a case to the President after controversy at the secretarial level. But it's not exactly thoughtful toward a secretary known for considering himself in charge.
