Get ready for more debate over the military draft - once the recession ends.

The reason: There just aren't enough young people to volunteer for the Army, Navy, Air Force, and Marine Corps. Especially in good economic times.

Former President Carter knew this. He planned to reactivate the draft in January 1982, if he had been reelected, according to sources who worked in the Carter White House.

When might the draft begin? January 1985, analysts predict -- right after the next presidential election.
