Iraq finishes Iran pullout; Hussein survives a shuffle

Iraq completed its withdrawal of all troops in Iranian territory Tuesday and announced the slimming down of its powerful Revolutionary Command Council and a government shuffle, following defeats by Iran in the Persian Gulf war.

Apart from the replacement of Oil Minister Tayeh Abdel-Karim by Qassem Ahmad Taqi, the shuffle largely involved little-known figures. President Saddam Hussein and most of his top aides emerged unscathed.
