Citizen panel says US still becoming No. 2

The conservative Committee on the Present Danger, which apparently expected better from the Reagan administration, still thinks America is becoming No. 2 in military power, Monitor correspondent Daniel Southerland reports.

The committee, which includes several people who were advisers in President Reagan's election campaign, issued a report Tuesday on the US-Soviet military balance. It said, ''Increases in defense spending of only a few percent per year will not halt the growing rate of Soviet advantage.''
