The American Bar Association may have unwittingly launched a potential presidential bid by former Secretary of State Alexander M. Haig Jr. He reportedly netted more than $20,000 for his appearance before barristers in San Francisco. Observers say his remarks seemed partly aimed at reestablishing his credibility with America's allies and his tough stance with the Soviets. If President Reagan opts out in 1984, don't count the general out of the GOP White House sweepstakes
