Pentagon A-plan reported, giving US edge on USSR

The US Defense Department completed a strategic master plan to give the United States the capability of winning a nuclear war with the Soviet Union, the Los Angeles Times reported.
It said the plan represented the first reported time the US government said a nuclear war with the Soviet Union could be won. The paper said the plan was drawn up in response to a presidential directive and awaits final presidential approval. One consequence of this planning was a commitment of $18 billion for a communications system that could endure protracted nuclear warfare, the newspaper said.
