"Tiered'' programming, the selling of programs to several bidders on various levels of the entertainment business, is beginning to be noticeable. A six-part miniseries based upon Stendhal's ''Charterhouse of Parma'' and starring Marthe Keller, which was produced for a European consortium, will be airing on ARTS (Hearst/ABC's Alpha Repertory Television Service) starting Sept. 25. Then starting Oct. 25, it will be airing on PBS's ''Great Performances,'' and next you may be seeing it for sale on videocassette.
