Regan speech in Kansas focuses on social issues

President Reagan, decrying those who underestimate US capabilities, called today for a return to traditional values and urged Americans to join together in ''a crusade for national renewal.''

In a speech at Kansas State University, the President focused heavily on social issues - renewing his call for voluntary prayer in school, legislation to outlaw abortion, and an end to the ''economic oppression'' of inflation and high taxes.
