Look for President Reagan to steal a line from Adam (''The Congress thou gavest me'') when stumping for GOP candidates this fall.

The chief executive has already scored Democratic-led legislators for ''budget-busting.'' And he'll certainly blame lawmakers for delaying his anti-abortion and school prayer initiatives. At the same time, Reagan has made his peace - at least temporarily - with the New Right with tough new rhetoric on these issues.

His strategists hope this will help offset some of their chagrin over the 1983 tax boost.
