Recipient of voting plea in the wrong cat-egory

Omar Katz got a letter from President Reagan, but Omar was unimpressed.

State Republican Party officials were unimpressed, too, when they found that Omar is a five-year-old Persian cat constitutionally unqualified to heed the President's ''please vote'' letter. ''I have no idea how they got his name,'' Omar's owner, Jan Lewis of Homewood, said, adding: ''But since the President is so concerned about him, I'll do anything to help. I figured I'd take him down and sign him up [to vote].''
