Soviet official accuses US of nuclear double dealing

A Soviet deputy defense minister accused the United States of carrying out a secret nuclear weapons program under cover of the Geneva arms-control talks.

Gen. Konstantin Mikhailov also said that Moscow would react ''militarily as well as politically'' if NATO went ahead with plans to station 572 new US medium-range nuclear missiles in Western Europe next year.

Separately, the Wall Street Journal reported that a Kremlin spokesman said the arms-reduction talks are approaching stalemate, because Washington is unwilling to bargain in good faith.
