The Wall Street Journal cites private and governmental studies finding that the nation's present spending and taxing policies are making the rich richer and the poor poorer. Income is actually flowing from the lowest to the highest income groups, says one of the studies. This is not what President Reagan called for with policies intended to improve the economy for all. If this kind of redistribution is found to continue, he owes it to the nation to address the phenomenon, seek its causes, and eliminate them.
