Reagan offers Soviets new A-arms proposal

President Reagan, in an offer made public by Vice-President George Bush here Monday, proposed that he and Soviet leader Yuri Andropov meet to sign an agreement banning all US and Soviet intermediate land-based nuclear missiles.
''I make this offer out of a conviction that such an agreement would serve the interests of both sides and, most importantly, that the people of Europe want nothing more.''
''I urge Mr. Andropov to accept it,'' the President said in an open letter to the people of Europe dated Jan. 28.
