EPA reaches settlement with administration critic

The Environmental Protection Agency agreed to a settlement with Hugh Kaufman, who had criticized Reagan administration handling of toxic-waste sites. The settlement gives Mr. Kaufman protection against harassment by EPA officials. The EPA declared there were no pending actions against him, and an unsatisfactory job rating given last year was withdrawn. Kaufman said he intends to provide Congress with ''important information'' that could indicate criminal activity on the part of some EPA officials.
