Soviets man SA-5 missiles sent to Syria, Shultz says

Secretary of State George Shultz said Soviet personnel were manning SA-5 antiaircraft missiles recently deployed in Syria. There have been reports Soviet personnel were operating the missiles, but it was unclear whether they were doing so as part of a training scheme or on a permanent basis. Mr. Shultz, speaking in support of the administration's foreign aid bill, said a congressman had correctly observed that the missiles had been moved into Syria, and he added that they were accompanied by ''Russians to man them.''
