Greece and the USSR signed a 10-year agreement to improve economic and industrial ties. The agreement, signed after talks in Athens between Soviet Prime Minister Nikolai Tikhonov and Greek Prime Minister Andreas Papandreou, comes at a time of strained relations between Athens and Washington over defense issues.
