All but one of 23 St. Louis County school districts agreed to settle an 11 -year-old desegregation suit. The plan would allow 15,000 black city students eventually to attend classes in mostly white suburbs, and it would expand the city's magnet-school program to encourage white suburban students to attend city schools. A federal judge set a March 24 deadline for working out details.
