West Germany's Strauss will not fill cabinet post

Controversial right-wing leader Franz Josef Strauss turned down the offer of a Cabinet post in the West German government. The announcement of the Christian Social Union party leader brightened prospects for a speedy conclusion to talks on the shape of Chancellor Helmut Kohl's coalition. Mr. Strauss will remain in Bavaria as state premier.
