ALSO OF NOTE IN THE USSR . . .
Two senior Soviet officials have hinted there may be truth in a British news report from Washington that longtime Soviet Ambassador Anatoly Dobrynin is returning home.
The officials, although not confirming the report outright in remarks to the Monitor, both said they would not be surprised at such a development.
''He has been there for a long time,'' both officials added, in virtually identical words.
Earlier, various Soviet officials had declined comment on the report, which came from Britain's Reuter news agency.
