Shultz says US will back Salvadorean rebel voting

Secretary of State George Shultz said the United States will support talks on ground rules for an election with Salvadorean rebels. But the US doesn't support negotiations that shortcircuit the democratic process, he added, in testimony before a Senate Appropriations panel. He is leading the administration's push for $177 million in emergency aid for El Salvador in the face of growing Senate support for a far more limited package.
