New Jersey commuter trains rolled this week after a 34-day strike against New Jersey Transit. And President Reagan prevented a shutdown of the Long Island Rail Road by putting through a 120-day cooling-off period in contract talks. New York Gov. Mario Cuomo asked for similar swift action to solve yet another rail strike - the month-long action against Metro-North.
