This year American tourists traveling to France will be able to choose among many inexpensive packages. French National Railroads, in conjunction with France Accueil, a chain of independent hotel owners, is offering a 7-day, 6-night package priced at $283 per person, on the basis of double occupancy, called ''Rail Your Way.''

French National Railroads provides unlimited rail transportation for 7 days with a France Vacances railpass; France Accueil supplies overnight accommodations for 6 nights in 2-star hotels, including breakfast and dinner. Upgrading to 3-star hotels is available for a $5 surcharge per night.
