Emergency legislation for farmers was approved in the House, 378 to 35, after concessions that tightened loan deferrals. Among the provisions: an extension of the economic emergency loan program through September 1984 and an added $200 million for insured farm-operating loans. The Senate has yet to act on a similar pill.
