The folks in Lawrence, Kan., have invited President Reagan and Soviet leader Yuri Andropov to meet in their city. Admittedly it's a long shot, Mayor David Longhurst said, but there was no better place for a meeting to break down differences between the superpowers than Lawrence ''because of its friendly, concerned, and supportive citizens and institutions.''
