Spain's prime minister wrapped up a whirlwind tour of Latin America that has given Spain a new voice in the region. During his tour, Felipe Gonzalez spoke out more stridently on Central America than other European leaders and criticized Washington's view that the region was in the throes of an East-West struggle. He argued that the violence stemmed from social injustice and inequality. But Mr. Gonzalez did recognize an element of Communist East bloc involvement and suggested both Cuban and US advisers leave the area.
