Habib begins a new effort to bring Lebanese pullout

US special envoy Philip Habib, embarking on a new diplomatic effort to get all foreign forces withdrawn from Lebanon, discussed with Israeli leaders Syria's refusal to evacuate its troops. A senior Israeli official said Mr. Habib and Prime Minister Menachem Begin examined ''alternative options'' should it become clear Syria's refusal was final. He did not elaborate.
