The Reagan administration proposed a rule requiring federally funded hospitals to post hot-line numbers and signs warning against denying food or care to handicapped infants. The proposal differs only slightly from an executive order issued in March and later struck down by a federal judge because the administration failed to seek public comment. The new proposal invites public comment for 60 days and requires warning signs to be posted in nursing stations.
