Test reforms unveiled for Soviet industry

The Soviet leadership announced long-awaited experimental reforms in industry. They will give factory managers more independence and boost financial incentives for efficient workers. But the reforms were restricted to a handful of industries, and the announcement made clear it could be years before they were applied more widely. The leadership said the aim of the experiment was to find ways to raise productivity, improve the quality of goods, increase industrial exports, and speed up the introduction of new technology.
