Representatives of American Telephone & Telegraph Company and its nearly 700, 000 striking employees agreed to return to the bargaining table today for the first formal negotiations since the walkout began 10 days ago. Meanwhile, some 40,000 workers from Western Electric, which manufactures telephones, joined the strike.
