The Reagan administration says it is still considering the use of the controversial herbicide paraquat to kill marijuana plants on federal land in as many as 40 states. The government sprayed a national forest in Georgia last week , but it caused storm of local controversy. A federal judge restrained the government Monday from any more spraying in the forest.
